Your statement that such guards are useless is not supported byany evidence and I am to point out that in the cases of piracy that have been the subject of enquiry it has been proved that the guards did their duty so far as they were able. If, as you suggest, a small body of determined officers could prevent an attempt at piracy it seems obvious that such a body, supported by armed and trained guards could do so with much greater certainty. It is possible that in some cases in the past the guards have not been so efficient as they might be but any defects are being rapidly removed now that an officer has been specially appointed to train them,
